Big idea: The same advertising technology and processes for delivering relevant ads also delivers life-saving impact

Jason Bier, general counsel and chief privacy officer, Adstra, and chairman and president, Federation for Internet Alerts (FIA), provided DAA Summit 24 attendees with an important update related to FIA’s public safety initiative for locating lost and missing children.

In a DAA Summit 24 panel titled, “Data 4 Good:  A Special Update from Federation for Internet Alerts,” Jason Bier, general counsel and chief privacy officer of Adstra and chairman and president of Federation for Internet Alerts (FIA), highlighted the role of digital advertising technology in the Amber Alert system’s evolution and impact. The discussion emphasized the ad industry’s collaboration in leveraging advertising technology for public safety.

The Evolution and Impact of the Amber Alert System

Bier reflected on FIA’s journey, and explained how he started collaborating with the National Center for Missing and Exploited Children (NCMEC) in 2009. Initially disseminating Amber Alerts digitally through the Department of Justice, the system has evolved into an automated decision-making engine known as the Alert Hub. Using the same technology and processes which fuel targeted advertising on the web, this hub now collects alerts from authorities worldwide, dynamically rendering urgent alerts through digital ad spaces – on both desktop and mobile – to affected geographic areas.

“We’re operating a system that’s saving lives,” Bier said. “Obviously, we’re monitoring the system and making sure it’s running, but we’re creating alerts around the world.”.  The FIA’s technology has significantly contributed to a 52-percent recovery rate for missing children, underscoring its effectiveness in critical situations.

“Web crawlers don’t proliferate information about FIA’s AMBER or other missing child alerts, and that’s another benefit of the ad tech spaces,” Bier said. “When the child is found safe, our system stops deploying alerts, immediately halting the flow of information and protecting the privacy of the child going forward.”

Moreover, the system collaborates with the NCMEC’s Global Missing Children’s Network (GMCN), enabling 30 countries to disseminate alerts through a unified platform. This collaborative effort highlights the global impact and scalability of FIA’s technology in safeguarding children worldwide.

During the past five years, more than 5,000 recovered children have taken place using the Federation for Internet Alerts Amber Alert system globally.

Importance of Collaboration

According to Bier, the success of the FIA Amber Alert system is a testament to the collaborative efforts across the digital advertising industry. The joint endeavor has enabled the system to thrive and expand globally. By integrating innovation with social responsibility, the industry can drive commercial success and make a significant impact on public safety and welfare. The Amber Alert system stands as a powerful example of how digital ad tech is used to create a safer, more connected world.
